Prohibited to import into Ukraine:

Means of transportation that are 5 or more years old for permanent use on the territory of Ukraine, for selling or breaking into parts, except for cases mentioned above;
Strong, poisonous, radioactive, explosive substances, other objects that can harm the population and animals or contaminate the environment;
Printed materials, cliche, films, negatives, photos, movies, videos, computer disks, scripts, records and other audio recordings, drawings, and other printed materials that contain propaganda of war, racism, genocide etc;
Objects (goods) that are prohibited to import by the Ukrainian legislature;
Objects (goods) that are imported against the rules of industrial or intellectual property;
Food products without the relevant certificate.

Prohibited to export from Ukraine:

Objects (goods) which require state warrant, except for personal belongings;
Precious metals, stones and their produce, cultural valuables with a purpose of sale;
Strong, poisonous, radioactive, explosive substances, other objects that can harm the population and animals or contaminate the environment;

Objects (goods) that require veterinary, ecological, sanitary or phitosanitary testing are allowed only after passing such testing at the correspondent station.

Objects prohibited to transit through the customs territory of Ukraine:

Arms and ammunition of all types, military equipment;
Flying devices, their parts and equipment;
Machines and presses used to produce arms and ammunition of all types, flying devices and their parts;
Narcotic substances;
Radioactive objects and substances;
Strong, poisonous, radioactive, explosive substances, other objects that can harm the population and animals or contaminate the environment;
Objects (goods) that are prohibited to import into Ukraine by the Ukrainian legislature.

Audio and video materials.

The transportation of data carriers is regulated by the Instruction Sheet “For transportation of the printed, audio and audiovisual materials over the Ukrainian border”, issued on August 22, 1994 by the State Customs Committee of Ukraine. The Instruction Sheet is the main document regulating the transportation of printed editions, scripts, scientific products, originals and copies of personal documents, and audiovisual materials by state departments, groups of people, organizations, as well as citizens of Ukraine and foreign states.
Preview of all the data is required to avoid transportation across the border of the following:
a) data protected by Ukrainian laws “On the state secret”, “On the data”, as well as other data considered as state secret;
b) materials that provoke revolution, violation of territorial unity, state sovereignty and security, war, rape and violence, racism, religious discrimination, crime;
c) materials that contain recipes for drugs and poisonous substances;
d) pornographic and vulgar materials.
Additional permission is required for the data not intended for public distribution.
All data carriers must be presented for checking in advance. The owner should fill out two copies of the MD-4 customs declaration, indicating the number and type of data carriers, nameplate data, country of destination, and claiming the absence of prohibited data.
The duration of checking will depend on the number and type of the data carriers. Therefore, we emphasize the importance of their checking in advance. After checking the inspector will put a stamp and indicate the results on the declaration.
One copy of the completed declaration and the checked data remains with the owner of the data carriers. The declaration is valid for one year.

Luggage

Luggage Customs registration of unaccompanied luggage moving through the customs border of Ukraine:
1. This document outlines customs registration of the unaccompanied luggage belonging to Ukrainian citizens, foreigners and persons without citizenship.
The unaccompanied luggage (later – UL) includes objects shipped by their owner or on behalf of their owner that cross the Ukrainian customs border separately from their owner.
2. Customs registration of UL imported into Ukraine:
2.1. The shipment of UL is recorded in the passenger customs declaration on entering Ukraine.
One copy of this declaration, stamped by the customs inspector, remains with the owner of UL, and the other – with the customs inspector.
2.2. When receiving the UL, the owner should present the passenger declaration to the customs indicating presence of UL, currency and valuables brought into Ukraine.
2.3. The person receiving UL on behalf of its owner should present the owner’s declaration and the notarized order.
2.4. Calculation of import taxes on the contents of UL accounts for the value of declared goods imported into Ukraine personally by their owner.
3. Customs registration of UL exported from Ukraine:
3.1. Customs registration of UL takes place in the customs of the owner’s residence.
3.2. When exporting UL from Ukraine its owner must fill out three copies of the passenger customs declaration, indicating the UL contents.
3.3. After the UL registration, one copy of the declaration remains with the UL owner, second – with the customs officer, and the third is added to the UL documentation file.

Animals

Animals Objects (goods) that require special permission to be imported into Ukraine:
Dogs – veterinary certificate and international cynelogic certificate (passport) issued by the Ukrainian cynelogic Society;
Live animals – veterinary certificate of the Ukrainian State Committee on standardization, metrology and certification;
Objects (goods) that require veterinary, ecological, sanitary or phytosanitary control are allowed only after passing such control.

The veterinary control on border

With the purpose of protecting the territory of Ukraine from animal and bird diseases that could be brought from the territories of other states or quarantine zones, and with the purpose of protecting the population against the diseases common for animals and people, the import/export transportation of the following items is liable to veterinary control: animals and birds of all species, products and raw materials produced by animals, fish, bee, a silkworm, fodders, fodder additives, biologicals, veterinary medical agents, microbes, viruses and funguses, toxins and so forth.
These cargoes must be accompanied by veterinary documents of the standard pattern. The export veterinary certificates are issued by the establishments of the state medicine in the region of cargo origin, and import veterinary certificates are issued by the veterinary bodies of the exporting countries).
At exporting cargoes liable to the inspection of veterinary service the national veterinary certificates are exchanged for international veterinary certificates on frontier points of the state veterinary control.
At importing the cargoes liable to the inspection of veterinary service the international veterinary certificates are exchanged for national veterinary certificates on frontier points of the state veterinary control after passing cargo inspection in the state veterinary laboratory.
The state veterinary supervision and official registration of documents for import, export and transit of cargoes liable to veterinary control is chargeable service according to the applicable rates.
The owners exporting or importing cargoes liable to veterinary control should clarify and take into account the episodic situation in the importing and the exporting countries.

Transportation of animals and birds

Transportation of animals and birds in the interior of the plane is forbidden, except for the guide dogs with all required certificates and booking in advance. The guide dogs are transported without charge on the last chairs. They have to wear the dog muzzle, dog leash and have to be tied to the chair of the owner.
The cage is necessary for transportation of animals and birds. The flour of the cage must be covered with adsorbent and the door must be locked. The carriage must be with handles, and covered by light proof cloth. The transportation of animals and birds is not free and is charged by each kg.
They can be transported only in the baggage compartment. On the international flights you also have to show the permission to transport your animal.

Plants Quarantine

According to Ukrainian regulations on plants quarantine, all tourists and passengers, both Ukrainian and foreign, who arrive to Ukraine from other states are forbidden to import the following materials liable to quarantine:
seeds of cultivated and wild-growing plants;
alive plants and their parts (tubers, roots, rhizomes, bulbuses etc.);
soil and plants with soil ( sprouts, saplings, flowers in pots, etc.);
aive hexapods, acarines nematodes and other harmful organisms;
cultures of alive funguses, bacteria, viruses – plant pathogenic organisms;
collections of insects, seeds and herbariums of various plants.
Import of fresh vegetables and fruits (except for potatoes) for persons is permitted up to 10 kgs for each kind.
In case of presence of above mentioned materials liable to quarantine in their luggage all tourists and passengers of the international transport lines must present these materials for check to the agriculturist supervisor of Public Service on Quarantine of Plants on frontier point, and irrespective of the term and the purposes of the arrival strictly execute the orders of the supervisor.

Transportation of plants

In case you have quarantine materials in your luggage you must presents these materials for State quarantine inspection, regardless of the term and purpose of your visit.

Export and import of Ukrainian and foreign currency

Import of Ukrainian currency is allowed:

for natural persons – residents on conditions that they declare orally to customs house the sums of money not exceeding 1000 hryvnas per one person (irrespective of the age), including anniversary and memorable coins made of not precious metals the nominal value of which is expressed in hryvnas, as well as anniversary and memorable coins made of not precious metals the nominal value of which is expressed in Ukrainian karbovanets (one hryvna amounts to 100000 karbovanets).
on conditions that natural persons – residents and non-residents (irrespective of age) provide the customs declaration on the sums of money previously exported from Ukraine on legal ground (in presence of the customs declaration on their exportation).
The import of Ukrainian currency by natural persons – residents and non-residents in the sums exceeding the above mentioned norms and also in the cases which have been not stipulated above is allowed on the basis of the individual license of the National Bank of Ukraine.

Import of a foreign currency is allowed:

on conditions that natural persons – residents and non-residents declare to the customs house the following:
the sums of money not exceeding 10,000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate of hryvna to the foreign currencies established by the National Bank of Ukraine on the date of crossing the customs border per one person (irrespective of the age);
The checks emitted by foreign banks not exceeding 10,000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of the customs declaration registration;
on conditions that natural persons – residents and non-residents indicate the following points in the customs declaration:
sums of money previously exported earlier from the territory of Ukraine on legal grounds (in presence of the customs declarations for those exportations);
sums of money not exceeding 10000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of customs declaration registration;
the checks emitted by foreign banks and banking establishments not exceeding the sum of 50000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of customs declaration registration;
bank metals in the shape of bars weighting up to 100 g per one person irrespective of the age.

The cash foreign currency imported by the natural person the resident exceeding 10000 US dollars, or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of the customs declaration registration is accepted by the customs house for storage.
The declared currency is transferred by the customs house to the current foreign currency account open in the name of the natural person the resident (bank services payment is realized at the expense of the natural person), on conditions that this person presents documents which certify the availability of the account in an authorized bank (copy of these documents remains in the customs). Otherwise the currency is returned to the holder for importation to Ukraine on conditions that he presents special sanction of the National Bank under the form 05.
The cash foreign currency imported by the natural person non-resident exceeding 10000 US dollars is accepted by customs house for storage and returned to the holder for importation to Ukraine on conditions that he presents special sanction of the National Bank under the form 05. Otherwise the currency is returned to the holder when he/she departs from Ukraine.
On conditions that they present the special sanction of the National Bank under the form 05 the natural persons residents and non-residents may import to Ukraine checks for the sum exceeding 50000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of the customs declaration registration and the registration of bank metals in the shape of bars weighting more than 100 g.

Importation of payment cards, bank documents to Ukraine is allowed:

on conditions that natural persons declare to the customs house the following:
residents and non-residents – the payment cards emitted by the banks of Ukraine (including international payment systems) and the payment cards emitted by foreign banks and banking establishments (including international payment systems);
residents – nominal savings books and other supplementary documents which certify the availability of hryvna deposits in banks of Ukraine provided that these documents are written out under the name of the person who enters Ukraine;
residents and non-residents – nominal savings books and other supplementary documents which certify the availability of foreign currency deposits in authorized banks provided that these documents are written out in the name of the person who enters Ukraine.
residents and non-residents – nominal (savings) books and other supplementary documents which certify the availability of foreign currency deposits in authorized banks provided that these documents are written out in the name of the person who enters Ukraine.

The export of Ukrainian currency from Ukraine is allowed:

On conditions that natural persons – residents orally declare to the customs house the sum of money not exceeding 1000 hryvnas per one person (irrespective of age) including anniversary and memorable coins made of not precious metals the nominal value of which is expressed in hryvnas, and anniversary and memorable coins made of precious metals the nominal value of which is expressed in Ukrainian karbovanets (one hryvna amounts to 100000 karbovanets);
On condition that natural persons residents and non-residents indicate in their customs declaration the sum of money not exceeding 10000 hryvnas per person (irrespective of age) including:
the sums not exceeding 5000 hryvnas (by nominal value) including anniversary and memorable coins made of not precious metals the nominal value of which is expressed in hryvnas and in Ukrainian karbovanets;
anniversary and memorable golden and silver coins the nominal value of which is expressed in hryvnas, and anniversary and memorable silver coins the nominal value of which is expressed in Ukrainian karbovanets. The total nominal value must not exceed 5000 hryvnas.
Exportation of currency of Ukraine by natural persons residents and non-residents in the sum which exceeds the above mentioned norms and also in the cases which have been not stipulated above is allowed on the basis of the individual license of the national Bank under the form 03.

Exportation of a foreign currency from the territory of Ukraine by natural persons who leave with the tourist purpose or in private affairs:

for natural persons residents and non-residents on condition that they orally declare to the customs house the sum in cash or traveler’s cheques not exceeding 1000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of crossing the customs border.
on conditions that natural persons residents and non-residents indicate the following points in their customs declaration:
the sum of foreign currency previously imported to Ukraine on legal grounds (in the presence of customs declarations of the previous importations);
funds not exceeding 5000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of the customs declaration registration, including cash withdrawn from the personal account in an authorized bank of Ukraine (further – an authorized bank) or purchased in cash department of an authorized bank, and the traveler’s cheques purchased in cash department of an authorized bank, according to the certificate of an authorized bank for exportation of a foreign currency and checks expressed in a foreign currency, under the form 01;
bank metals by the shape of bars weighting up to 100 g per one person irrespective of age;
natural persons non-residents – the checks emitted by foreign banks and banking establishments which were imported to Ukraine with observance of Ukrainian laws.
Natural persons non-residents – serviceman and employees of Russian army who are deployed on the territory of Ukraine and go to Russian Federation on holiday or to the new duty station or place of work, and also the servicemen transferred to the reserve of the Russian army are allowed to import Russian currency received as salary on the territory of Ukraine provided they have a certificate signed by their commander and their chief accountant, which must be certified by the seal of their military unit. This sum must not exceed the sum indicated in the third paragraph of this item.
The foreign currency cash in the sum exceeding the above mentioned norms must be transferred to a foreign bank through an authorized Ukrainian bank or imported by natural persons residents and non-residents on the basis of the individual license of the National Bank under the form 03.

Exportation of a foreign currency from the territory of Ukraine natural by persons who leave the country for business trip:

On conditions that natural persons – residents and non-residents orally declare to the customs the sum of foreign currency in cash and/or traveler’s cheques not exceeding 1000 US or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of crossing customs border.
on conditions that natural persons – residents and non-residents indicate the following points in their customs declaration:
the sum of foreign currency previously imported to Ukraine on legal grounds (in the presence of customs declarations of the previous importations);
funds not exceeding 10000 US dollars or the equivalent of this sum in other foreign currency according to the official exchange rate established by the National Bank of Ukraine on the date of the customs declaration registration, including cash and/or to traveler’s cheques in the presence of the certificate issued by an authorized bank for the exportation of foreign currency and the checks expressed in a foreign currency in business trip from the territory of Ukraine under the form 01;
natural persons non-residents – the checks which imported to in accordance with the Ukrainian legislation.

Exportation of payment cards and bank documents from the territory of Ukraine:

On conditions that natural persons orally declare the following points to the customs house:
residents and non-residents – the payment cards emitted by the banks of Ukraine (including international payment systems);
non-residents – the payment cards emitted by foreign banks and banking establishments (including international payment systems) imported to Ukraine with the observance of the current legislation of Ukraine;
residents – nominal savings books and other supplementary documents which certify the availability of deposits in hryvnas in authorized banks provided that these documents are written out in name of the person who leaves the territory of Ukraine;
residents and non-residents – nominal books and other supplementary documents which certify the availability of foreign currency deposits in authorized banks provided that these documents are written out in name of the person who leaves the territory of Ukraine;
on conditions that natural persons – residents indicate in their customs declaration:
the payment cards emitted by foreign banks on the basis of the individual license of the national Bank for opening the account in a foreign bank (it is presented the appropriate customs house).
